An estimated 73 million people in Africa faced acute levels of hunger and food insecurity in 2019, according to the 2020 Global Report on Food Crises, released this week. The continent accounted for 54 percent of the global total of severely food-insecure people. As the COVID-19 pandemic continues to spread around the world, developing countries in the region will likely see even further disruptions to food access. These disruptions will compound existing food crises and potentially create new ones.

Rwanda’s Fourth Strategic Plan for Agricultural Transformation (PSTA IV) presents an ambitious plan to dramatically change the country’s agricultural sector and rural economy. Released in 2018, the plan forms a critical component of Vision 2050, which envisions Rwanda’s transformation into an upper middle income country by 2035 and a high income country by 2050.

Providing smallholder farmers access to markets and price information is key to improving agricultural productivity and growth, along with food and nutrition security. In line with this, the Agricultural Commodity Exchange for Africa (ACE) has operated a Market Information System (MIS) and a Warehouse Receipt System (WRS) since 2011. The MIS provides farmers, traders and other market participants with access to regular updates on the prices of the commodities they trade via SMS and email, along with its online trading platforms.

Despite longstanding recognition of the benefits of trade and the importance of improving competitiveness, Africa is performing beneath its potential in global and regional agricultural markets.

Since mid-2018, conflict in the Liptako-Gourma region, the border connecting western Niger, northern and eastern Burkina Faso, and central and northeastern Mali, has displaced almost 700,000 people and caused massive disruptions to market functioning and livelihoods, according to a recent alert from FEWS Net . These disruptions are expected to continue to drive urgent humanitarian needs through the rest of 2020.
