The agricultural sector in Africa south of the Sahara has taken on an increasingly complex role in the region’s overall development, playing a major part in poverty reduction, food security, economic growth, climate change resilience, job creation, and improved nutrition. West Africa has experienced substantial economic growth in recent decades, with many countries slated to enter middle-income status by 2030, according to a new IFPRI Discussion Paper.

Africa south of the Sahara is the only developing region in the world where the number of people living below the poverty line continues to rise. Since agriculture contributes substantially to the economy in this region, spurring agricultural growth is crucial to reducing poverty. But while improved technology has been the driving factor in increased agricultural production growth in other developing areas, in Africa south of the Sahara, growth has been extensive rather than intensive, which will not be sustainable over the long term.

Over the past decade, both the scale of and the access to Information and Communication Technologies (ICTs) - including mobile phones, audio-visual communication, digital technologies, and internet services - have grown considerably in Africa south of the Sahara. The potential benefits of ICTs for the region’s agricultural sector, and its poor farming households, are especially important, as Africa south of the Sahara has the lowest rates of agricultural productivity and the highest rates of undernutrition in the world.

In 2003, the member countries of the African Union launched a new initiative aimed at increasing food security and reducing poverty through the growth and development of the region’s agricultural sector. The Comprehensive Africa Agriculture Development Program, or CAADP, set a target of 6 percent annual average growth in the agricultural sector, as well as the allocation of 10 percent of total annual government expenditures to the sector.

While agricultural productivity has increased in Africa south of the Sahara in recent years, it remains far below productivity in other developing regions, and this gap is only increasing, according to a new book released by IFPRI’s Agricultural Science and Technology Indicators (ASTI) program this week.
